"I found them this afternoon (Sunday April 22nd) in Western Ridge in Crozet.  I have attached pictures. They are a small white dog and medium/small black dog that come as a pair with electric fence collars on them. Both are terrier mixes of some type. I have already spoken to the SPCA and have posted it on their website. Another person suggested Craigs List so am going to try that. Feel bad for them out in the rain!"
